I'm hoping this conceptual framework, which is only sketched here,
will be strong enough to support some broader research in the field.

Votorola practices are designed for the purpose of popular system
guidance. The practices are mainly conducted within the confines of
issue-specific guideways and their interfacial gaps (λ, σ), as
schematized in figure PSG. Knowing what the practice architecture
assumes of the peripheral spheres beyond those interfacial gaps is a
good way to frame an understanding of the practices. Consider the
lifeworld first. The architecture takes seriously the ideal of
heroic outside guidance. It aims to situate the hero guide beyond
the formalized guideway and within the context of the lifeworld *as
is*. An ordinary person speaks from that everyday context and the
course of society is changed. The practices have yet to approach
this ideal but the architecture is bending them in that direction.

On the system side, the aim is to guide the whole of the state
administrative system *as is*. The architecture provides for this
purpose a comprehensive catalogue of guidance practices that
requires no initiative or structural change on the part the state,
because the institution of the guideways is independently anchored
in the lifeworld. The only requirements are electoral systems and a
respect for human rights that are typical of modern democracies. ...
